I’m not sure where you get this info : “He finished his POST GRADUATE studies on International Trade and Commerce from the University of California, Berkeley, USA ” - but CERTIFICATE IN DIPLOMA is NOT a POST GRADUATE PROGRAM. It is a vocational course/short course. No prerequisite of Bachelor’s degree (only recommended).
His course is not on list ( maybe they took it off from their curriculum) but as per my definition, Certificate in Diploma is a vocational course. No prerequisite of Bachelor’s degree or equivalent. Just recommended.

flat tax rate at 10% is the best solution for our economy. lalo na sa aming mga maliliit na negosyante na di umuunlad dahil sa 12% tax na yan.Paano ka naman mabubuhay na sapat kung ang kinikita mo ay napupunta lang sa gobyerno at di naman napapakinabangan ng taong bayan.I VOTE for GREco.
